Reporting to the Director Health Equity and Priority Populations, the Lead, Health Equity and Priority Populations, is responsible for Priority populations health planning and engagement across the Ontario Health North region, with a focus on the identifying and assisting with transformational activities within priority populations health planning and engagement, predominantly aligned within Northern Ontario].

This position is accountable to co-create a Northern Health annual work plan and engagement framework, in alignment with Ontario Health priorities, and to guide implementation alongside Ontario Health North staff and health system partners.

NB: Please be advised that the scope of this role is regional in nature and therefore, will focus on the pertinent region’s particular needs.

Here is what you will be doing:

Co-develop and implement an annual health equity work plan and engagement framework
Advance a foundational approach to develop resources to support staff in working through a priority populations health equity lens and support for an organizational culture that embodies the philosophies of equity, inclusion, diversity and anti-racism
Support the creation of a regional Health Equity Advisory Committee
Advise on ensuring a priority population health equity lens is included in the work of approved and developing Ontario Health Teams
Work in collaboration with staff to help reduce barriers to accessing services while improving overall health system navigation for priority populations living in Northern Ontario
Provide advice and input from the planning and performance perspective for the development of Priority populations community health plans for stakeholders, planning, and the senior leadership team
Identity current state gaps and create opportunities for community involvement for strategies with health equity best practices applied
Keep up to date records on community engagement outcomes and monitors best practices in community engagement, inclusion and communication methodologies
Identify emerging issues in priority populations communities that require a communications response including liaison with provincial and federal partners, other stakeholders as required, and support the management of a response to high risk issues
Act as a resource to organizational planners, integration and performance staff to identify and provide advice on priority populations community engagement objectives and the selection and use of appropriate methodologies
Provide technical planning expertise in the analysis of data and information that assists in determining local health-care system plans and priorities related to the priority populations
Participate in and contribute to provincial and regional planning activities where required
Support the coordination and delivery of priority populations community engagement events including planning and logistics
Provide facilitation at priority populations community events to lead group discussions on complex health issues
Maintain an updated inventory of the priority populations communities’ key leaders, Health Directors, profile of the community and programs and services provided at the community level
Establish and maintain an updated centralized resource on priority populations community groups for internal planning use
Support project plans, and assists with setting priorities, provide support in identifying required budget allocations for priority populations health planning and community engagement
Coordinate and conduct analysis of local health-care system based on provincial data, federal databases, community input and other sources for purpose of identifying gaps and establishing planning and integration priorities
Identify, select and uses appropriate planning approaches, such as: needs-based predictive models and community input, to be used in health capacity planning
Monitor and evaluate planning and community engagement and inclusion outcomes
Monitor best practice and research related to priority populations health
Perform other duties as assigned

Here is what you will need to be successful:

Education and Experience

Post-Secondary/Master’s degree in communications, business, public administration or health-related field
Understanding of the Ontario health-care system, its stakeholders, programs and issues
Good understanding of the Northern Ontario population landscape, including urban, rural, remote communities/health service providers/First Nation communities/ Provincial Territorial Organizations/ Tribal Councils
Good understanding of priority populations health planning processes and the jurisdictional issues associated with the delivery health care services
Good understanding and sensitivity to federal and provincial health planning processes
Sensitivity and awareness of traditional healing and wellness practices

Knowledge and Skills

Demonstrated experience in successful community outreach and community engagement with priority populations people and a familiarity with current theory and techniques of community engagement with priority populations people
Demonstrated experience with facilitation techniques and processes, including experience developing and facilitation of various sizes and complexity of community engagement sessions
Demonstrated experience working effectively in partnership with people and organizations with diverse backgrounds, preferably within the health care sector
Knowledge of health equity approach to strengthen the system of care
Excellent project management and presentation skills including planning and communications
Strong interpersonal and relationship management skills, supported by excellent written and oral communication skills
Proven track record in working with priority populations groups to achieve successful outcomes
In-depth development knowledge of local health issues, priorities and needs while recognizing the broader trends in health care policy and system development
Knowledge of the needs of priority populations peoples (urban and community) and diverse population groups
Expert knowledge of planning models and approaches
Well-developed decision-making, problem-solving and judgement skills are required
