Trans-Northern Pipelines Inc. (TNPI) operates regulated pipelines to safely transport the refined petroleum products (gasoline, diesel, aviation, and heating fuel) used by Canadian businesses and consumers every day. POSITION SUMMARY
Reporting to the Team Lead, Field Health & Safety, the Advisor, Health & Safety is responsible for supporting TNPI's Make it Home safety culture through day-to-day field presence. This job also assists in the development and maintenance of Health & Safety programs and activities to constantly improve TNPI's Safety Management Program. This job ensures that Health & Safety policies, procedures, standards, and operations are followed through effective coaching, mentoring, and non-authoritarian leadership, enabling regulatory compliance.
Manage safety risks and workplace hazards by assisting in the identification of hazards and risk reduction in the field. Assist in the creation of occupational health and safety studies and other hazard analyses. Assist in the creation of new and amended policies, processes, programs, and standards for identifying and managing workplace hazards and risks.
Formal Health and Safety inspections and audits, including structured inspections, regulatory audits, and Workplace Committee tours, must be performed. Provide positive and constructive feedback and recommended corrective measures to the business area on detected hazards in the field, as well as any underlying identified risks discovered through verification operations or work site evaluations.
Manage safety events, investigations, and corrective actions by visiting locations lead and/or where an event happened, assisting with evidence gathering, completing scene surveys, verifying immediate corrective steps performed, and so on. Support the implementation and compliance of Incident Management standards, as well as the creation and dissemination of safety communications based on incident findings (alerts, toolbox talks, safety moments, safety meetings, and so on).
Attend Workplace Health and Safety Committee meetings as a standing guest and serve as a resource by aiding with committee field trips, inspections, committee reports, field queries, or any other safety problems. Monitor and report on safety performance using targeted observations and teach and mentor the business area on observation processes. Based on leading indicator data, review and assist the business in providing feedback and recommendations.

OEMS
This position is responsible for ensuring that all elements of work conform with all applicable codes, standards, regulatory requirements, and TNPI's Operational Excellence Management System (OEMS), as well as providing feedback on prospective improvements.

This role performs their duties effectively, safely, and securely, in an environmentally friendly manner.
KEY RESPONSIBILITIES
Field Safety

Promotes TNPI's Make it Home safety culture and supports initiatives to meet goals and objectives.

Day-to-day assistance to TNPI field workers on various H&S issues and projects. Observes day-to-day/ad hoc activities (e.g., pigging, line walks, valve changes, etc.) to detect any safety risks and coach field employees. Communicates with managers, supervisors, and work groups to gain information and comprehension of H&S issues.

Helps to improve Contractor Safety Management. Participates in quality assurance meetings for all TNPI employees. Attends various employee and contractor meetings and communicates and presents on Field H&S initiatives and issues on a regular basis. Recommends suitable training for personnel for them to do their jobs safely. Provides visible H&S leadership and helps to implement safety programs.
Safety Leadership (Safety Culture)

Participates actively in initiatives to promote TNPI's Make It Home Safety Culture journey. Explores, evaluates, and collaboratively leads new initiatives to develop TNPI's Safety Culture.

Ensures visible leadership in promoting HID near miss and incident reporting.

Supports the strengthening of a Safety Culture by pushing performance in H&S areas through the exchange of lessons learned and best practices.

Provides safety advise in various areas, including traditional safety, occupational hygiene, fatigue management, contractor management, and so on.

Supports the discovery and delivery of H&S training, as well as the development and/or procurement of third-party content to improve H&S competency throughout the business.

As needed, participates in and conducts inspections and audits.
Regulatory Compliance & External Relations

Promotes understanding of H&S legislation and regulatory requirements.

Encourages adherence to acceptable H&S rules and industry best practices.

Provides coaching to employees to support the field-based (Lancaster, Elmbank) Workplace H&S committees and address employee concerns.

Responsible for staying up to date on all applicable H&S rules and informing Leadership and field workers about their implications for construction, operations, and maintenance.

Investigate best practices in the industry and offer new or better processes or initiatives.

Prepares and delivers the Safety initiative components for all construction or project contractor "kick-off" meetings in area of responsibility.

Updates all existing procedures with counterparts across the company to ensure all procedures are applied uniformly to TNPI operations.
Management Systems: Element 13A and Safety Management Program

Through regular interaction with workers in all departments, provides direction to support the adoption of H&S processes and tools.

Participates in internal and external H&S audits.

Assists in the execution of the aspects of the Operational Excellence Management System (OEMS) and gives support to staff in all areas of responsibility.

Acts as a subject matter expert on H&S regulations, practices, and tools for internal stakeholders.
Incident Investigations, Corrective Actions & Reporting

As needed, leads, or participates in incident investigations.

Identifies appropriate underlying causes and corrective measures utilizing tools and techniques supplied by TNPI.

Shares incident learnings across the organization.

Responsible for carrying out the designated corrective actions.

Examines and assists employees with H&S entries into Intelex.

Aids in the stewardship and reporting of H&S trends. Aids in the development and implementation of programs to reduce events linked to health and safety.
EDUCATION AND EXPERIENCE:
-
A minimum requirement of post-Secondary education in a safety related field. Bachelor’s degree in engineering, Environmental Science and/ or Safety/Hygiene is preferred.

CRSP (Canadian Registered Safety Professional, CSSE (Canadian Society of Safety Engineers), NCSO, Certified Advisor preferred.
TECHNICAL SKILLS & SPECIALIZED KNOWLEDGE EXPERIENCE

Experience and knowledge in the oil and gas industry preferred.

Must have prior expertise in incident investigation and various methodologies.

Knowledge of Emergency response and ability to support field workers are required.

Subject matter expertise in Health & Safety.

Must be familiar with the Incident Command System.
TRANSFERRABLE SKILLS

Excellent interpersonal skills are essential.

Strong oral and written communication abilities are essential.

A demonstrated capacity to positively influence decisions through non-authoritarian leadership (NAL) skills is essential.

Microsoft office suite proficiency is necessary.

Fluency in written and spoken English and French is preferred.
YEARS OF POSITION RELATED EXPERIENCE
