If you answered yes, our Whiteshell Laboratories (WL) site located near Pinawa, Manitoba is looking for a Facility Manager. The Facility Manager (FM) is accountable to the Facility Authority (FA) for the safe, compliant, and efficient operation of the WL facilities. The FM oversees a team of Operators and Technicians, and engineering staff, and is a key interface with support staff such as planning/scheduling, training, and equipment reliability. The FM is also a key interface with customers, and works with the Operations Manager to ensure their work is conducted safely and efficiently. Does this peek your interest? What will you be doing?
Ensuring the day-to-day safe operations and use of the Facility is in accordance with the established policies and procedures, including the License, Site and Facility Governing Document Indices (GDI), Conduct of Operations Procedures, Safety Analysis Report (SAR) and the FA.
FUNCTION 1:
· Maintaining and approving changes to safety system test frequencies and test procedures.
· Approving non-routine operations, cell requests, experiments, and facility modifications.
· Approving and implementing the Facility GDI and Facility operating procedures.
· Managing the emergency response function within the Facility.
· Ensuring that the minimum staffing for all operations is maintained.
· Ensuring Facility operations staff are trained and qualified to perform work.
· Ensuring compliance with the requirements of all HSSE&Q programs.
· Facilitating nuclear criticality safety panel approvals for Facility Criticality Safety Documents and ensuring compliance with its contents.
· Reviewing and approving Facility Systematic Approach Training (SAT) based training for content and implementation.
FUNCTION 2:
· Executing various work control and work execution functions in the Facility.
· Providing Facility Authorization for Integrated Work Control (IWC).
· Ensuring that the Facility and equipment are in an appropriate state for safe operations and maintenance, before allowing work to proceed.
· Ensuring the Facility Maintenance Plan is current and implemented.
FUNCTION 3:
· Preparing time reports for support approval of contract invoices.
· Overseeing projects led by this team to ensure problems with components like safety, engineering standards, contract management, compliance program policies and procedures, and project management are identified and managed or resolved quickly.
· Participating in the interviewing, training and development of personnel for the facility operations team.
· Providing supervision, oversight, direction and coordination of the work activities and the safety of the workers executing work in his/her facilities.
· Responsible for the control of all work activities and the authorization of work within his/her facilities.
· Providing leadership and coordinating the engagement of Subject Matter Experts to ensure safe and effective facility operation.
· Promoting, supporting and facilitating teamwork and harmony between all staff members by fostering a positive, visible teamwork attitude.
· Supporting the day to day coaching and working closely with management who have ultimate responsibility for worker performance management.
· Consulting with Project Managers, Control Account Managers (CAM), Project Engineers, Operations, Planners and Work Management staff to prioritize and schedule project work activities.
· Clearly understand the project scope and ensure work outside of approved scope is not done prior to manager approval.
· Single-point-of-contact (SPOC) for his/her facilities, facilitating walk down activities, and ensuring all walk down participants (SMEs) understand the scope of work.
· Liaise with Subject Matter Experts (SMEs); Radiation Protection (RP) Supervisors, General Foremen, Trades Supervisor, Environmental Safety, Health and Quality (ESH&Q), and Planner on technical execution of work.
· Ensuring Walkdown, Job Safety Analysis (JSA), clearance documentation identifying the hazards and mitigation techniques, has been completed and the Work Permit has been authorized prior to the execution of work activities.
· Ensuring workers participate in appropriate pre-job brief meetings to ensure workers are fully aware of all hazards associated with the planning and execution of work activities and all mitigating techniques have been deployed to maintain workplace safety.
· Ensuring only predetermined safe work practices are used during the course of work execution, which includes the authorization to shut down work that is unsafe.
· Ensuring workers participate in appropriate post-job brief meeting to ensure workers have an opportunity to convey any lessons learned to assist in maintaining workplace safety and efficient completion of work.
· Organizing and planning facilities maintenance/repair activities for assigned resources.
· Preparing Accident/Injury Investigation reports.
· Assisting in the preparation and reporting of annual budgets and scopes of work
· Ensuring Branch Management is kept informed of monthly costs and projections.
· Identifying recommendations on training for operations staff and equipment selection.
· Contributing to discussions on vacation leave and training schedules for assigned staff.
· Preparation participation and/or review of Detailed Decommissioning Work Plans, Work Instruction packages, Hazard Risk Assessments, and other planning documents.
· Acting as Designate FA when the incumbent FA is unavailable.
· Promoting, supporting and facilitating teamwork and harmony between all staff members by fostering a positive, visible teamwork attitude.
· Setting behavioral expectations to ensure staff performance, morale and productivity.
· Other duties as assigned by manager.
What we are looking for:
Someone who has the ability to:
· Strong understanding of the Canadian Nuclear and Safety Control Act, the Canadian Nuclear Safety Commission regulations, and other applicable legislations/regulations.
· Working knowledge of CSA and other engineering, construction and decommissioning standards applicable to the WL decommissioning mission.
· Knowledge of nuclear operations is an asset. Specifically knowledge of remote handling and reactor operations and maintenance.
· Effective team membership and leadership skills to develop collaborative relationships with colleagues and subordinates.
· Self-motivating, disciplined and able to work independently, collaboratively and in difficult/high pressure situations.
· Strong written and verbal communications skills.
· Good overall knowledge of the Whiteshell Laboratories site and site operations.
· Good overall knowledge of work place safety issues, work permit system, site rules, union agreements, company policies, procedures and programs.
· Able to read and interpret engineering drawings.
· Flexible and adaptable to changing requirements, and to work under pressure.
· Demonstrated exemplary sound judgment as demonstrated by a conservative approach toward nuclear and personnel safety, logical and conservative decision-making, and a willingness to “Stop Work” in unsafe or uncertain situations.
· Able to prepare accurate resource and cost estimates and schedule, run and report progress on multiple concurrent jobs.
· Proven track record as a strong leader, with the ability to motivate team members.
· Validated high personal standards of performance, and commitment to the safe operation of the facility.
· Responsible for the control of all work activities and the authorization of work within his/her facilities.
· Involved and supportive of any day to day coaching or disciplinary decisions; and works closely with management who have ultimate responsibility for worker performance management.
Experience
· 8 or more years of relevant engineering experience in the nuclear field.
· Experience in remote handling and facility operation, including reactor operation and maintenance is an asset.
Education
· Bachelors (Honours) degree in Engineering or Science from a university of recognized standing,
· Or membership in an engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization.
· Or a two-year Technical Diploma plus at least 10 years’ experience in nuclear operations or in other industries that would be relevant to the operation of nuclear facilities.
Security Eligibility Requirement
· Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat “Standard on Security Screening” and the “Policy on Government Security”.
