The Health Employers Association of British Columbia (HEABC) takes a provincial leadership role in human resources and labour relations issues management for more than 230 publicly funded health care employers. HEABC is responsible for negotiating six major provincial agreements covering more than 138,000 unionized health care employees covering nurses, health science professionals, ambulance paramedics and ambulance dispatchers, physician residents, and support workers in both facilities and community settings.
As a service provider to the Ministry of Health, HEABC Physician Services leads a coordinated approach to the negotiation of provincial and local physician contracts and provides expert advice to health system partners on their relationships with physicians.
The successful candidate may be permitted to work in a hybrid model (combination of in-office and flexible work location) and will live within commuting distance of our Vancouver office. The successful candidate must be fully vaccinated against COVID-19; proof of Vaccination is required.

OPPORTUNITY:
HEABC Physician Services has an opportunity for an Economics and Policy Analyst to join its team. Working within a collegial and service-oriented environment, you will work with a team of professional staff to support the Ministry of Health and the Health Authorities to negotiate and implement the Physician Master Agreement and other physician services contracts across the province.
In this unique contract role, the Analyst will use a hybrid of qualitative and quantitative approaches to develop, evaluate or recommend policy options for physician services in BC. This could involve research, stakeholder interviews, and/or data manipulation. The Analyst will be able to create compelling narratives about complex issues, and present numerical or financial data analysis in an accessible way. The Analyst will interact with and support a wide range of decision makers, including senior staff of the Ministry of Health, HEABC, health authorities and other health system partners through exceptional critical thinking, attention to detail and quantitative skills.
The ideal candidate will have a masters' degree in health policy, business, economics, statistics, mathematics, or other relevant discipline and 3-5 years' recent, related search or policy experience, preferably in the health care sector. You will have initiative, be creative, have outstanding presentation and writing skills as well as an ability to earn the confidence of internal and external stakeholders. You possess a high degree of professionalism and diplomacy and have advanced skills with electronic research databases and analytical software with proficiency in Tableau, MS Office applications including Outlook, Word, Excel and Power Point, and at least one of SAS, R, STATA, SQL or related program.

Salary Range:
Minimum: $86,398 Midpoint: $107,997 Maximum: $124,197
Upon hire, most new employees will be placed in a starting salary between the minimum and midpoint of the stated salary range. In some circumstances, candidates may be eligible for compensation beyond the midpoint. Factors influencing salary decisions include qualifications and years of experience in similar roles.
