Tri-global Solutions Group Inc. is seeking one (1) Data Management Consultant (Data Strategy / Data Governance) to join our team at Service Alberta to support the Data Strategy and Data Governance roadmap within the Government of Alberta.
The successful contractor(s) have an anticipated January 3, 2023 start date for an initial 5-month contract (ending May 31, 2023) with two 6-month extensions available (total contract term up to 17-months).
NOTES ON LOCATION: Resource will work remotely, though must be available for onsite meetings if required. Standard Hours of work are 08:15 - 16:30 Alberta time. Work must be done from within Canada, due to network and data security policies.

PROJECT OVERVIEW
Service Alberta (Data Unit) has recently developed the GoA Data Strategy.
The strategy requires evolving and resources to support this effort.
The resource will be required to:
- Sets policy, standards and priorities to govern the delivery of the Data Strategy. Resolves escalated decisions or issues, and provides stakeholder support to Data Secretariat, as needed.
- Collaborate with the Data Team, as well as with others in the division and across GoA to identify and analyze potential data governance solutions;
- Prepare briefing notes, meeting minutes, and other documents;
- Draft detailed Governance documents to expand the Data Strategy and Data Governance Framework;
- Prepare presentations for engagement with stakeholders, steering committees, project groups and other stakeholders;
- Collect and compile information about department-level data governance and connect it key foundational elements of enterprise data governance;
- Align the data governance components to the Data Strategy and Data Governance Framework throughout development and stakeholder engagements;
- Manage tasks and action items and follow up and escalate as required;
- Provide support by collecting and compiling information from external stakeholders, departments, and Service Alberta teams;
- Coordinate approvals and sign-offs; and
- Maintain engagement, meeting, and opportunity trackers.
DESCRIPTION OF SERVICES
- Can span activities related to information management and technology strategic planning, project definition, program communication, providing leadership to project teams, facilitating strategic partnerships with external stakeholders, conducting business process reengineering activities and facilitating executive discussions on strategic matters.
- Works with Senior and Executive Management in the Ministry to:
- Identify and advance information management and technology strategies that advance and/or support our core business in strategic areas.
- Facilitate collaboration of public sector, private industry, and other partners to identify and advance opportunities to improve existing services and/or identify, develop and advance opportunities for new and innovative information management and technology related services.
- Facilitate and manage the challenges associated with innovation and change.
MANDATORY SKILLS
- Proposed resource must meet or exceed one of the following: (6+ years)
- University graduation in Finance, Business, Science, Public Administration or a related discipline and 2-yr related experience;
OR
- 2-yr diploma in Business, Science, Public Administration, Law or a related discipline and 4-yr related experience.
OR
- 1-yr certificate in Business, Science, Public Administration, Law or a related discipline and 5-yr related experience.
OR
- Experience in the Data Governance discipline, including in governance in relation to data sharing, de-identification, metadata, data quality, ethics, synthetic data, data literacy, data linkage and data integration (5+ years)
- Experience with either establishing and/or leading governance forums to resolve escalated decisions/issues for stakeholders (5+ years)
- Experience in leading large-scale projects/initiatives (projects which span across jurisdictions/departments, multiple areas) (5+ years)
- Experience providing consultation and support to clients at all levels of an organization (5+ years)
- Experience in the development and implementation of data economy standards, processes, and mechanisms to enable the ministry to manage information through its entire lifecycle (5+ years)
- Resource must have own computer equipment and be comfortable using it for completion of work required by this contract
- Proposed resource must work from within Canada, due to network and data security issues. Standard Hours of work are 08:15 - 16:30 Alberta time.
DESIRABLE / NICE TO HAVE SKILLS
- DAMA Certified Data Management Professional (CDMP)
- Data Governance and Stewardship Professional (DGSP)
- Certified Business Analysis Professional (CBAP) certification
- PMI Project Management Professional (PMP) certification
- Experience with either establishing and/or leading governance forums to resolve escalated decisions/issues for stakeholders (5+ years)
- Experience with data privacy concepts (de-identification, legislation, ethics, etc.) (5+ years)
- Experience with data management tools (e.g., data governance tools, BI, analytics, big data, data visualization, etc.) (5+ years)
