Job Overview
Reporting to the Manager, Service Operations, the Senior Technical Analyst (Architect) strategically plans, leads, and executes advanced Infrastructure and Operations (I&O) functions to bolster our organizational capabilities and resilience. This pivotal role involves overseeing the implementation of software releases and updates, driving the optimization of change management processes, and ensuring the refinement of network performance. Additionally, your leadership will contribute to the development and enforcement of technical architecture policies, the creation of multi-year technology and service roadmaps, and the evaluation of emerging technologies and trends. Your expertise will guide procurement and sourcing strategies, provide direction to technical professionals, and lead planning for significant changes in business systems infrastructure and architecture. Moreover, you'll play a vital role in mentoring and supervising team members, shaping the community of practice for Technology Services.
The Service Operations Team plays a critical role in delivering I&O services and oversees the seamless delivery of services, providing support to a diverse community of over 800 staff members across thirteen regional offices. From network architecture to release management, hardware maintenance to capacity management, our team's comprehensive efforts keep our operations running smoothly and efficiently. Our responsibilities encompass a wide array of critical functions, ensuring that the technical backbone of our organization remains robust and responsive.
Our team seeks a Senior Technical Analyst to bolster our Service Operations team. You'll spearhead research, planning, and implementation of corporate initiatives, manage development architecture, and handle infrastructure services across various environments and key applications. Key Accountabilities
Lead the implementation of software releases and updates, ensuring their successful adoption while preserving operational integrity in diverse environments, encompassing complex applications, databases, and Citrix desktop delivery
Oversee change management initiatives, ensuring smooth transitions during technology updates and improvements, with a focus on minimizing disruption and maximizing efficiency.
Oversee network monitoring and maintenance activities to ensure optimal performance and seamless connectivity.
Lead the development and enforcement of technical architecture policies, procedures, and standards.
Create multi-year technology and service roadmaps, plans, and strategies.
Research and evaluate emerging technologies and architectures, identifying opportunities and assessing potential obsolescence.
Provide guidance to management on technology alternatives, product evaluations, risk assessments, and cost-benefit analyses.
Offer technical expertise for procurement and sourcing strategies.
Provide guidance to systems professionals supporting corporate databases and applications.
Lead planning activities for significant changes to business systems infrastructure and architecture.
Provide advanced problem-solving expertise, identifying and resolving complex technical issues.
Oversee configuration management processes to maintain accurate documentation of IT assets.
Conduct risk assessments of system infrastructure and architectural changes, providing recommendations.
Identify needs for projects due to technical changes in the software engineering and technical architecture environment.
Supervise and mentor team members, acting as a role model within the community of practice for Technology Services.
This position is included in the bargaining unit. BC Assessment may establish an eligibility list for this competition.
Location: Victoria, BC - Uptown
Compensation: $90,599.47- $106,498.39 annually plus 6.25% Temporary Market Adjustment (TMA)

Qualifications
Note: An equivalent combination of education and experience may be considered.
Education
Experience
Minimum of five years of experience in system design, program design and programming. Experience with operating system design and/or maintenance desirable. Experience managing projects.
Seasoned Technical Proficiency: Demonstrated expertise in ITIL-based change management, release management, and network monitoring, with a strong grasp of infrastructure and operations (I&O) concepts.
Strategic Leadership: Proven track record in leading cross-functional teams, driving technology strategy, and implementing infrastructure enhancements that align with business goals.
Project Management: Experience managing complex IT projects, from planning and implementation to monitoring and optimization, ensuring successful delivery within defined timelines.
Problem Solving and Resolution: Proficient in identifying and resolving complex technical issues, conducting risk assessments, and providing actionable recommendations to ensure operational integrity.
Mentorship and Team Development: Proven ability to mentor and guide team members, fostering a collaborative environment.
