The Role:
Reporting to the Deputy City Manager Integrated Infrastructure Services, the department responsible for delivering capital projects within the 10-year capital program at a value over $10 billion, the Director of Department Strategy and Project Management Centre of Excellence supports the department anticipate and plan for the future of the City of Edmonton, in collaboration with the Service Innovation and Performance (SIP) Branch, while balancing the needs of stakeholders and the public with the realities of our fiscal situation and timelines. The Director will also work closely with capital infrastructure project planning and delivery areas to advance their project management maturity, leading to better implementation of projects and ultimately improved corporate and community outcomes.
The Director actively participates as a member of the Department Leadership Team, which involves decision-making on programs, policies, and financial and operational matters at a branch, department and corporate level. This position is instrumental in advancing the department and corporate strategic plans, including the development of the four-year capital budget, as a partner to the SIP Branch and the lead within the Department. This position leads the Project Management Centre of Excellence and supports teams to advance project knowledge and maturity by providing project management excellence through the key areas of knowledge, processes and systems.
Goals and deliverables:
- Lead a team of professionals responsible for planning, organizing, leading, controlling and implementing the work in the areas of Strategic Business Planning, Service Design, Performance Measurement, Risk Management, Financial Systems, Contract Management, and Project Management Excellence
- Provide financial analytics, advice and assistance in the development of sound defensible business cases for new or revised initiatives. Actively review, challenge and participate alongside business partners in their evaluation of department goals, outcomes, targets and business strategies
- Review business cases, reports and budget requests to ensure financial viability and alignment with strategic priorities, evaluate available funding sources
- Lead the development and refinement of methods and guidelines to support maturation of project management practices.
- Provide leadership and direction for the Section's systems and processes by enabling continuous improvement and consistency ensuring industry and professional standards are met or achieved
- Lead the integration of strategy and business planning with risk management, innovation, service design and performance measurement for the department
- Support efforts to achieve integration and consistency with the Service Innovation and Performance Branch
- Support the systemic translation of the corporate strategy into department-specific and branch-specific strategies, plans, goals and priorities
- Support the development of a formal standardized reporting system including measures and accomplishments linked to business plans and strategy
- Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through performance measurement
- Integrate multi-disciplinary teams to work collaboratively with stakeholders supporting corporate priorities
- Build new and innovative collaborative partnerships with external agencies such as other orders of government, community organizations, and internal departments and branches
Qualifications:
- Knowledge or training and/or education in Business Administration, Finance, Public Administration, Engineering or a related field. A Master’s Degree in a related field would be an asset
- A professional designation in a related field would be considered an asset
- Experience in senior leadership roles within a large, complex organization managing a team in Strategic Management, Risk Management, Business Planning, Corporate Performance or related field
- Additional training in strategic management, policy development, public administration, government relations, project management and or change management would be considered an asset
