Trans-Northern Pipelines Inc. (TNPI) operates regulated pipelines to safely transport the refined petroleum products (gasoline, diesel, aviation, and heating fuel) used by Canadian businesses and consumers every day. These pipelines connect refineries in Edmonton to Calgary, including the Calgary International Airport; and refineries in Nanticoke, Ont., and Montreal to the Greater Toronto Area (GTA), with lateral pipelines to Ottawa as well as to Pearson International Airport and Pierre-Elliot Trudeau International Airport. POSITION SUMMARY
Reporting to the Manager, Project Engineering, the Team Lead, Project Engineering is responsible for leading a team of Engineers and Project Managers in the development, design, and safe implementation of pipeline and facility related projects. This position oversees providing oversight and direction to the team in order to ensure that projects are designed and executed to meet or exceed all regulatory and safety requirements, that they are completed safely, on time, and within budget, and that they adhere to the Company's Engineering Project Management Manual.
OEMS
This position is responsible for ensuring that all elements of work conform with all applicable codes, standards, regulatory requirements, and TNPI's Operational Excellence Management System (OEMS), as well as providing feedback on prospective improvements.
Security, Environment and Health & Safety
This role performs their duties effectively, safely, and securely, in an environmentally friendly manner.
KEY RESPONSIBILITIES
People Leadership

Maintains and supports a strong safety culture for all team members and consultants/contractors to ensure compliance with all safety rules, procedures, and requirements.

Develops team goals and priorities and collaborates with direct reports to successfully complete deliverables.

Regular feedback and coaching are provided to help direct reports identify and meet targets, development areas, and training opportunities.

Delegated work assignments and/or projects to direct reports that complement overarching team objectives/goals.

Regularly reviews progress toward deliverables with direct reports.

Acts as a role model by showing business principles and inspiring direct reports to do the same.

Mentors, coaches, supervises, and trains colleagues, employees, and stakeholders to enhance individual and organizational capabilities and ensure safe and reliable pipeline operation.

Monitors direct reports' performance and conducts mid-year and year-end performance evaluations, yearly merit raises, evaluates for awards, and as needed, places employees on a performance improvement plan (PIP).

Ensures that personnel and contractors are competent to carry out their responsibilities in accordance with the Operational Excellence Management System (OEMS).
Project Management and Technical Expertise

Ensures that the Engineering Project Management Manual (EPMM) is consistently adhered to all Engineering projects.

Ensures technical assurance on all initiatives prior to decision-making.

Constantly improves the EPMM. Applies improvement initiatives/learnings across all projects to produce a continuous improvement program that drives project delivery and safety performance.

Ensures that best practices for project safety are in place.

Ensures that lessons learned are incorporated into the design, and that enough construction and operational input is collected as needed to ensure the design's operability, maintainability, and constructability.

Oversees and approves the budget, forecast, design, schedule, and implementation of engineering projects. Ensures that project estimates and forecasts are correct.

Creates short-term and long-term predictions for Engineering project requirements.

Manages contractor/consultant performance stewardship to verify contractors are performing in line with the contract; addresses performance gaps proactively; and establishes performance improvement targets.

Assists team members in safely and successfully resolving engineering difficulties and problems.

Addresses challenging technical problems that may necessitate the use of advanced engineering concepts and a highly creative approach.

Engineers and Project Managers are assisted in all aspects of project management, from project inception to final commissioning.

Assists with internal and external auditing, incident investigation, and the creation and implementation of corrective actions.
Procedures and Specializations

Ensures that engineering project designs, methods, and specifications adhere to applicable codes and standards, as well as industry best practices.
Strategic Planning
-
Assists with the development of the Company's yearly budget and long-term plans.

Future engineering project requirements, such as resource capability and capacity, are anticipated.
Stakeholder and Regulatory Compliance.

Proactively collaborates with internal stakeholders such as the Safety, Environmental, Regulatory, Line Control, and Commissioning & Start Up groups to ensure Engineering projects may be planned and implemented safely and successfully. Ensures that project teams understand the interfaces.

Collaborates with external stakeholders such as municipalities and other infrastructure and utility providers to guarantee the Company's assets are safeguarded and can be designed and relocated safely and successfully if necessary.

Supports the drafting of regulatory submissions for engineering-related projects to the Canadian Energy Board (CER) or the Alberta Energy Regulator (AER).
Visible Safety Leadership and Change Management

Visits construction sites during project execution to provide visible safety leadership.

EDUCATION AND EXPERIENCE:

A bachelor's degree in engineering (B.Eng.) or applied science is required.

Professional Engineer PEO or APEGA Accreditation (P.Eng.) is necessary. Project Management Professional (PMP) is preferred.
