The mandate of the Health Economics and Partnerships Branch includes responsibility for actively exploring, understanding and modeling the behaviour of individuals, groups, and providers in the use of the health resources in Alberta. The Economics and Funding unit provides leadership in the application of economics to the development of health strategies, policies and programs to promote economic efficiency and effectiveness across sectors of the health system.
Reporting to the Manager, Health Funding, the Economic Data Analyst plays an active role in coordination of data submissions, data management, data governance, and reporting on key Ministry health system financial data holdings (Financial Information Reporting Management System (FIRMS)) and Management Information System (MIS)). This position demonstrates skills in data collection, data manipulation, data joining, database creation, and quality assurance processes using various software and programming languages such as SAS, R, SQL, VBA. The position will also work with internal/external stakeholders to design and produce appropriate reports and visualizations of extracted information.
The Economic Data Analyst will leverage experience conducting background research to provide input on methods and indicators to analyze information from a broad range of disciplines including economics, accounting/finance, public health/epidemiology, clinical science. The position will demonstrate excellent communication and writing skills in drafting policy/options papers, briefing notes, presentation materials, and technical manuals for branch, division, provincial and national stakeholders.
Responsibilities:
- Develop and maintain processes for data collection, database architecture and development, and reporting on financial and economic datasets including FIRMS using appropriate software such as SAS, SQL.
- Prepare reports by gathering, verifying and analyzing economic, financial and health indicator information using appropriate visualization packages and business intelligence tools (such as SAS Visual Analytics, Power BI, etc.), demonstrating knowledge of economic, financial and accounting principles.
- Conducts background research and provides input into analytical methodology and development of indicators to measure, track and report on a range of information related to health system funding and its alignment with health system strategy.
- Develops and maintain working relationships with relevant health system stakeholders including other ministries and AHS to gather information, troubleshoot on technical data issues, and advance relevant projects.
